    But... all also have the choice of actually paying for the ticket to use the resort or not. They can see before they buy - if they disagree, don't buy.

    Depends where you mean. Some great places. In Honshu - places in Iwate, Akita, Aomori. Then you have Hokkaido...... Where will you be then?
