Some Japanese cities would almost be villages back home. How come they get the name city? Surely it's not a population threshold that decides it?

Does anyone here want to remain in Japan for retirement and the end of their days? I couldn't imagine it myself (I'll be back in my hometown in a couple of years anyway), just wondering where other people plan to retire.
