In bad conditions it can take ages on Route 17. Unless the jam is right from Gunma into Yuzawa (I can't see that), I'd definitely take the expressway if time is an issue.

Which lifts? If you mean the 1 lift right at the top (which goes higher than the quad), then I think they only open that in spring.....

Theres going to be a time when they will be welcoming people and people will have to feel ok about going to holiday - but I'd surely not be able to do that yet.
