You are pretty close, its called "cluster of earthquakes" or "earthquake swarm".
Common phenomenon for that area, but this doesn’t mean that there is not possibility for a bigger one.

That’s exactly how it works griller. Let’s say that the primary waves travel with an average speed of 5 km/sec in the upper crust and the secondary (that usually do most of the damage) with 2.8. Once the primary waves trigger a station very close to the epicenter, let’s say 50 km away from Tokyo, it will take 10 sec for them to hit the city and 18 seconds before the secondary arrive. That’s enough time to cut the gas supply, stop the Shinkansen etc etc.

Obviously an earthquake that happens exactly below Tokyo will trigger first the stations in the city and then in the perimeter.

No, if they were on it was pure luck.

 

Anyway here's my next one.

 

THERE WILL BE A STRONG EARTHQUAKE IN EAST JAPAN (SOMEWHERE BETWEEN SHIZUOKA AND HOKKAIDO) OR AT LEAST MAGNITUDE 4.5 BETWEEN TOMORROW AND AUGUST 31ST 2008. PEOPLE IN THOSE AREAS PLEASE TAKE ALL NECESSARY PRECAUTIONS.
