I think it's the bit between (upper) Chuo and Paradise areas.

Take a look at the map of the place and try to work out where there's some flat. The one I can remember is getting from the 'left side' of the mountain over to Utopia (?). Even on skis and getting some speed up, there was a bit of walking involved. Sorry that isn't more descriptive!

It may well be an old custom but I do not think it is common place. I would guess that it also will have less relevance as the years go on as well. In my many years in Japan, I have never seen it or been offered. Thankfully. Obviously I am also in need of an education.
