Unless you are travelling in a major storm you won't have a problem. If you can get an AWD with snow tyres then you are set. I couldn't believe the difference snow tyres make. National roads seem to be plowed every time about 15cm of snow falls.

As the train makes a few stops between Chiba and Shinjuku it may be quite full by the time it gets to Shinjuku.
