Could be an attempt to find 'active' accounts - that is, if a person replies to the spam mail, their email address is added to a list that the spammer then 'on-sells' to other spammers.

The laws do tend to lean in favour of the mother, which is quite unfortunate in some cases, especially the ones described here.
