It is thought the knifeman drove between the locations. A 30-year-old man was arrested by unarmed police when he arrived by car at his Tottenham home and a knife was recovered. Chief Superintendent Simon O'Brien said the person they had detained had a history of mental illness.
  13. 21,000 caught using cell phones while driving A total of 20,822 people were caught using cell phones while driving in the month following the Nov. 1 introduction of the revised Road Traffic Law, which made the act illegal, the National Police Agency official said Thursday. The Metropolitan Police Department spotted the highest number of offenders with 2,472, followed by Shizuoka's 1,046, Osaka's 1,036, Fukuoka's 1,018 and Kanagawa's 925, the agency said.
