Many small places are owned by towns, aren't they? And will struggle on for years without closing down. Maybe Wada Toge have just been struggling too long already, couldn't take it anymore.

I'm sure some Japanese in the group might not appreciate it though.........

But sometimes it is used to actually represent a situation where people really do have no control over a situation and have to accept it. Admittedly it is often used far too lightly and at the first chance.
