Actually, Alaska held a design contest in all of the elementary schools to come up with a state flag when it was admitted to the union. A native boy in some village came up with that thing above and it won. It's all symbolic - The big dipper for the strength of the bear, the north star for something else, the blue for some other thing (hey, I didn't memorize it).
