I thought they were flowers at first! Trivia: those are all elementary school kids from Inawashiro and Aizu, including some refugees, who are holding the umbrellas in the final scene from the opening credits of the current Taiga Drama, Yae no Sakura. I looked at the resort web pages and photos they had. There was a photo on the Bandai X2 page that showed a piece of a building in the same colour as one in your photo.
