Yes it was (well one of the places was) - we drove up there to a friend in Niigata city the other week. Pretty bumpy up there. The place where the road had collapsed was still being remade, slight detour taking you round. -

I was in Gunma last weekend and it wasn't that crowded at all, I was quite surprised. -
