You have a bit of poetic licence when it comes to some of the non-usual ones. you can add: -ian -ite -er maybe others too It kind of depends on how it sounds rather than a rule. Maybe for major places e.g. capitals in each and every country, people know the correct words for it but if it's a small place like mine Hakuba, Hakubaite Hakubaian Hakuber or maybe just "Hakuba people" ?
