And the snow-sculptures of the dogs are part of the Inukko Matsuri that takes place in Yuzawa-shi, Akita, where Oyasu Onsen is located.

The origins of said festival are apparently that the town was being plagued by thieves at one point, and the local feudal lord put out statues of dogs to ward off the thieves, which seems to have worked. That last picture was of dog statues to be put in front of one's front door as charms for household protection.
