Check out my article on the Venus Line for places around there. I'm not sure how long it would take from Matsumoto to Echo Valley, but I think that's the best one around there. Norikura (not Hakuba Nori-chan) is within about 30 minutes of Matsumoto I think.

He's not asking for a big mountain, he's asking for a resort.

 

When I worked in Matsumoto, my colleagues who lived there used to go to either Norikura or Royal Hill.

 

It's really easy to get to Hakkers from there too though...

Norikura will give you enough and the onsens are nice. But are they onesens?

 

Norikura has hiking, a park, free parking at the top parking area, a few steep runs a few flat runs and a few trees off of the bubble, skiers left best.

They'd both be about an hour, maybe more on a good snow day.
