Trying to look busy 0 Posted December 18, 2004 Share Posted December 18, 2004 21,000 caught using cell phones while driving A total of 20,822 people were caught using cell phones while driving in the month following the Nov. 1 introduction of the revised Road Traffic Law, which made the act illegal, the National Police Agency official said Thursday. The Metropolitan Police Department spotted the highest number of offenders with 2,472, followed by Shizuoka's 1,046, Osaka's 1,036, Fukuoka's 1,018 and Kanagawa's 925, the agency said.
