And if the mail whatevery thing you can set up in the Mail app. - there is a hotmail option there I see - doesnt work, can't you just go to hotmail.com in the browser and use that? I can't see how the carrier has anything to do with it, esp. if you are simply using it in the browser. Having said that, I do not use hotmail, so I don't have any first hand experience on it, sorry.
