Looks like heavy wet snow that was compacted into lumps as it was plowed, and then melted. The less compacted snow melted faster that the compacted, icier stuff, leaving behind those shapes.

 

But thats just a guess.

Sounds about right - definitely a result of being plowed. Don't think the snow clearing machine is specifically designed to break the snowpack into those sizes, that's probably just happenstance. Any smaller pieces have either melted or blended into the spaces between the similar pieces.

It`s the snowbank that has been built by the snowploughs chucking it into the ricefields through the winter. In spring the authorities come through with a backhoe (digger) and break it up. Those lumps are bucket loads.
