Between Ishikari and Otaru... right uphill from Zenibako. They have a free shuttle bus from outside the big depato above the Miyanosawa chikatetsu eki. I've hoofed it in a blizzard from the regular Chuou-bus stop down the hill out in front of the conbini, but it might be a little too far to walk from the JR eki (but the free bus stops there too).

 

It's pretty tiny, but they have a little park, and the snow is awesome after a storm blows in from the Nihon-kai side. The altitude isn't really high, so if it gets warm and sunny, the snow gets all crappy (like most other places on that side - Kiroro, Iwanai, etc.)
