There really is no set amount. Like has been stated, it really depends on the place. It also depends on the weather and storms early on in the season (go figure). For instance, if a storm hits and 20cm falls, but the temps remain constantly cold, a good base will be allowed to form. A couple more small storms with 10cm each respectively, and you will be out riding. However, If a huge dump occurs and then the temps warm up, the snow is not allowed to settle and solidify and therefore a poor base is formed. I'm just relating this to experiences in the NW US. Some years a mountain could open up with as little as 12" of snow. Other years it took up to 36". It all depended on how solid the base was.
