B12, I think the way they know now is that when you buy a tv in the UK, your meant to fill in a registration form where you put your address. This gets sent to the TV Gestapo and if your name doesn't match the old name at the address or if the address shows up as having not paid for a licence then they will send someone round. Luckily when I bought my TV from Tesco's they didn't ask me to fill in anything. Even if they did i was gonna put my Dad's address!!
