Anti-terrorism measures in place (Fukushima countryside)

Thats basically what a sign near where I live says. In Fukushima-ken. In the middle of the countryside. In an area of a small village where hardly anyone lives.

 

I have heard a few friends tell me of similar signs in similarly 'not really very high target for terrorists, probably' places.

 

Whats with that?

I was on the shinkansen last week and it dawned on me that a terrorist could put a bomb on one very easily indeed, and cause major havoc. I'm pretty sure that if Japan gets hit by terrorists then it will be on a shink.

I saw one of the signes last week actually, should have taken a pic.

 

It would make sense on the shinkansen or the underground. For all the security measures that they say they have going on, whats stopping someone just walking on? I've never seen the security police do anything other than look smart and walk around.
