Apparantly more than 61,000 people "fell prey" to loan sharks. IMO, People should be able to loan money to whoever they want at whatever rate they like as long as they dont force the people to borrow the money. The "victims" choose to borrow the money and even if it is from a loan shark it is still stealing not to pay the money back.
