I can write a policy that "speaks to the topic of XZY". But I cant write something that "talks".

 

Actions also "speak louder than words"...

 

Is it possible to speak without making a noise, that is, speaking non verbally?

 

Is this the difference between speaking and talking?

 

Why do I feel the need to know this difference?

How about this:

 

If two people are "talking" then they are talking to each other.

 

If two people are "speaking" then the same is not necessarily true.

 

You can speak by shouting, whispering, screaming, etc, but to talk implies a more moderated, normal tone.

 

How about we throw "saying" into the mix as well?

I can't be bothered to look it up, but to me "speak" implies some kind of imparting of meaning, while "talk" is more making sounds.

e.g.
Don't talk during the movie
Do you speak Japanese?
