They do that every season all season so they can keep the bottom runs open later in April. You can still ski top to bottom at Hakuba 47 on May 6th and this is because of the snow machines blowing every night on the bottom run. Although theres less than a normal year theres actually plenty of coverage right now with about 1m base at the bottom and 2.3m at the top. The surface conditions aren't stellar right now but there has been 20cm at the top of the mountain so there are pockets of powder to play in. Hopefully more to come in the next few days!
