Aside from hitching, I would guess the cheapest way is to rock up to Naoetsu/Joetsu (same town) in Niigata on the train and jump on the ferry to Otaru. But is that true? Someone mentioned this deal on JAL Fare code: (otomo de mairu waribiki) おともdeマイル割引 12,500 Yen One Way. Anyone know what that's all about? I forgot but the Otaru ferry actually leaves from Niigata City. The one from Naoetsu goes to Muroran on the other side of Hokkaido. The fare is only 5500 yen from Niigata to Otaru in the big room.
