Its used to block certain countries frcom accessing sites which is extensively used now for video streaming services - to protect broadcasting rights etc. MPIA and RIAA use it to track you if you are illegally downloading. For example to watch Match of the Day on the BBC website, but that is only accessible to people in the UK,but this site fools the website into thinking you are in the UK.
