If it's still a draw after the first overtime, they should move to the "multiball round": drop 11 balls from a helicopter onto the center of the playing field and let the teams have a true "shoot out" for 5 minutes of play. Most goals after that 5 minutes determines the winner. I think that would be more exciting than penalty kicks. As a bonus, Collina would be the one dropping the balls from the helicopter.
