Down load form fill out mail picture and form, pay at bank then get the pass. Try to get someone to do it for you in Japan if you can. Went to Happo yesterday and buying a pass there was like buying a pass 20 years ago in Canada. Get with the times get an online system also a modern system to make a pass if someone walks in.
