If you don't mind being one season out of date - shock horror - then the best time to buy is late in the season (around late March, April) when they are selling off stock.

Last year the last week of October was the best in northern Nagano - around Shiga Kogen / Nozawa / Kusatsu was awesome.

Hmmm.
Most places are either closed by then or pretty bad condition I am afraid. One of my favorites around then is either Okutadami (a friend lives nearby) near Koide Niigata or Kagura in Yuzawa which is usually still really good at that time.
I think places like Shiga and Hakuba are pretty crappy by then. (Correct me if I am wrong people!)
