I bet if they did though, they would try to have it so that reporters only need to walk 20 steps to the check-in counter and then another 20 to the departures. All on the same floor. Benri desu ne! And there'd be loads of shops and stuff targeting Chinese. And it would be on the tv endlessly for at least 23 hours a day on each channel driving everyone nuts. Just my guess. Eventhough we drive from Shizuoka to Narita and go right by Haneda I think I will prefer to keep doing so. We like to stay in a hotel in Narita the night before we leave and the night we come back and the hotel gives us free parking.
