If they are in far, far eastern Hokkaido it's probably Nemuro. A pretty bleak little fishing town. In winter the icepack moves down to here and the summers are cool at best. Today for instance they had a top temp of around 7 degrees and they rarely top 20 degrees until August where the average max is only 22 or so. Average snowfall is only a bit over a metre. The nearest big town is Kushiro.

Don't live out East, but I've been there. Past the "Eastern middle" (like around Obihiro) it tends to get windy, so the snow accumulation in winter isn't very deep. Like GN said above, it gets cold and there is a lot of drift ice moving South in coastal areas. The mountains aren't so high the further East you go, so that also affects snowfall and accumulation. If you are talking way out East, there are a few scattered ski areas out on the Shiretoko peninsula.
