I hear a lot about Hokkaido and it getting "the best snow". My questions are:

 

a) is it really the best snow Japan has to offer?

why is that - ie what conditions make that be the case?

this is my first year in Japan and I didn't manage to get out more than twice this winter coz of work. Next season I plan to head north into Nagano almost every weekend.
