I dont know that. Most game is 6800 yen, but you can usually get them about 5800 with a discount. Maybe it is best to buy a machine in Japan? Or maybe bring a PS2 to Japan from US and use only US game.

Same apply for Xbox and Gamecube also I think.

Bad news I'm afraid. The answer is no. Unless you "mod" the system - and I am not sure if there is anywhere to do that or not.
