JA, you didn't see their site.
It was one of these 'list of links with no content' sites.
We often get mails from people asking for link exchanges - mostly from things like this, but sometimes from some guy who has started a one-page website that gets 4 hits a day (him, his mum, his gran and her dog) and feels that a link exchange would be mutually beneficial for him and for SnowJapan. Sometimes you just have to laugh at the preposterousness (and cheek) of it all.
You might have noticed the lack of a Links page on our site. We're not scrambling around for any old meaningless link exchange we can get our hands on.
We prefer travelling down the route of quality content and links that matter.

We get a mountain of junk mail every day sent to our main email addresses - several thousand a day. Of course we get lots of the usual junk, but some of them are more memorable than others.
Here's one we just got that made me laugh:

We had a similar one from some carpet retailers a few weeks ago suggesting a link exchange due to 'similar content' and 'the same userbase' which would be 'mutually beneficial'.
What do you think? Good for a link exchange?

But, you know, I hope this comes across but we really want this Forum to be a friendly place.
A few things happened the other day and I suppose we were just feeling the need to respond to that. (Because those things were deleted, you only saw the response...) Sometimes perhaps things build up and we feel the need to get the message out. Unfortunately, when something like that does happen, an exaggerated or totally incorrect version is sometimes told to other members and we end up being the bad guys. After all, no-one is going to admit to their friends that they were being an idiot are they?
As you might imagine, there is a wish to defend what we do.
But you are right - we do own this site, and we will/do run it the way we feel is best. And people who don't like it can and are very welcome to not post.
Anyhow - we will resist the urge to comment on things like this again and just get on with it.

We already use unique IPs as one of the ways of tracking and rooting out voting-spammers!

We actually have a tracking system which is able to make adjustments, taking into account people doing multiple votes (ie. they get deleted).
It is never going to be 'perfect' and it would be practically impossible to stop people who really were out to make a big impact on the numbers just by trying to make it one person/one vote. If we changed it to be only-members / once-only, two things would more than likely happen:
1) people who really wanted to go in and submit multiple votes would just create different accounts
and
2) there would probably be many fewer votes.
When we created this new section we did discuss this issue and eventually decided that in the long run it would be best to not restrict voting just to signed up members and encourage lots of voting.
Happily, looking at the statistics we have from the admin backend here it seems that most people do not actually try to abuse the system. I suspect that most people simply do not have the time or inclination to spend a lot of time trying to beat the system and when they do it will get flagged and we make adjustments as necessary.
With the open vote and our tracking system, I think that most of any silliness doesn't get to affect things that much at all (and will indeed decrease further as time goes on and more votes are made).

No, there is no 'award scheme' for posting lots. It really doesn't really matter to us how much people post. Actually, if anything, we might be more inclined to discourage some people from posting rather than the other way round.
