I did both a few years ago so not sure how things will have changed since then but --- Kiroro was pretty quiet and we really enjoyed it. Snow was abundant and excellent. Rusutsu was clearly busier and large/spread out. If we went again and had a day to go somewhere, we'd choose Kiroro.
